    Eilah Cook is an EMT at Richmond Ambulance Authority. She began her EMS career at the age of 19 after returning to the United States. Eilah primarily works the night shift to accommodate her daytime educational pursuits. Having lived in Germany for five years, she brings a unique perspective to her work. Eilah's ultimate career goal is to become a Trauma Surgeon.

    Ashley has ten years of experience working in EMS. She is a certified NREMT Paramedic and holds an associate’s degree in applied science from Horry Georgetown Technical College. Ashley has served as a Paramedic Crew Chief for Mecklenburg EMS Agency since 2018 and was promoted to Assistant Operations Supervisor in 2021. She is a member of the Agency's Peer Support team, where she emphasizes the importance of mental health and provides support to those in need. Ashley is dedicated to empowering young people to reach their potential, take on leadership roles, and voice their ideas to bring fresh perspectives to the EMS field.

    Kristine is an HR Business Partner for MedStar Mobile Healthcare with 10 years of combined Talent Acquisition and HR experience. She attended Arizona State University as a first-generation student and obtained her bachelor’s degree in organizational development, then continued to Northcentral University to obtain her MBA in Human Resource Management. Her passion for HR lies in collaborating with leadership teams to create a supportive employee experience that enables employees to better serve their community. She serves as a board member for the Fort Worth HR professional association and obtained her PHR in 2019.

    If you had a magic wand, what would you change about your 911 system?
    In April of 2023, Mecklenburg EMS Agency (MEDIC) completely overhauled the way it responds to 911 calls, aiming to preserve ALS resources for patients experiencing time sensitive medical emergencies while mitigating ever-increasing low acuity call responses. The panel will talk through the data, experience gained, and lessons learned after one year in the new response configuration. Strategies to discuss include; enhanced use of MPDS in the 911 call center, increasing response times to low acuity calls, reducing lights and sirens usage, expansion of BLS resources, and revising the allocation of first responders. This session will also cover patient safety, predictions versus outcomes, community education, as well as how MEDIC leadership navigated the political landscape to get this major system change off the ground.

    We’re in a perfect storm! In many communities, the Delta Variant has stressed healthcare systems to the max, and dramatically increased EMS response volume. Staffing in EMS and hospitals is critically low, hospitals are nearly full, and 911 call volume in some communities at record levels. The eye of this storm is the hospital emergency department. Patient volume at record levels, patients in the ED on observation status, and even patients awaiting inpatient beds are resulting in delays for ambulance crews trying to transition patients from their care to the ED staff. Numerous agencies across the country are reporting 60, 90, and 120+ minute delays getting patients into the ED. At the same time, some hospitals are seemingly able release EMS crews rather quickly, so they can respond to other 911 calls in the community.


    A panel of experts for AIMHI member agencies, EMS legal and EMTALA experts, representatives from Centers for Medicare and Medicaid, and hospitals who have seemed to master the EMS turnaround speed will share their best practices for mitigating ED delays, and the legal consequences of ambulance parking. AIMHI will also present the results of their FLASH POLL on ED turnaround delays, and data from nearly 6 million patient care records from ESO will be presented to quantify the gravity of this challenging issue.
